Police Legitimacy is a Paramount Performance Indicator for DPD

The Delta Police Department (DPD) reports quarterly on key performance indicators (KPIs) associated with the Community and Safety and Well-Being Plan (CSWP), categorized under four pillars:

  • Community safety and well-being
  • Police legitimacy
  • Efficiency
  • Crime

Police legitimacy, reflected through community trust and confidence in policing, is essential to the progressive policing landscape. The DPD remains committed to community trust and confidence in policing through regular reporting, a no call too small philosophy and a community-first policing approach.

Measurement and reporting of police legitimacy KPIs are also essential. Recognizing this, the DPD reports on the rate of complaints alleging excessive use of force, bias and Ordered and Admissible Police Act complaints in addition to findings of the community survey conducted every three (3) years.   

The DPD received zero (0) complaints alleging excessive use of force or bias in the fourth quarter of 2022 and one (1) Ordered and Admissible Police Act complaint, maintaining a 0% and 0.02% rate, respectively. This complaint rate is well below the goal of less than 1% of all documented police interactions with the public.  

Chief Constable Neil Dubord notes that he "attributes the low rates of complaints to his entire DPD team, which focuses on providing excellence in policing services to the community, including the DPD Training Section. The Training Section trains using a modern and multidisciplinary approach, using scenario-based, in-classroom and simulator training on an ongoing and consistent basis for our community's safety and well-being."

The DPD continues to focus on the following training amongst many other training initiatives:

  • Active Bystandership for Law Enforcement (ABLE) training
  • Anti-racism and discrimination training through the Equity, Diversity and Inclusion Unit
  • Training to safely defuse critical incidents using Integrating Communications, Assessment and Tactics (ICAT)
