What are Public Safety Cameras?
Public Safety Cameras (PSC) are mobile, deployable safety units used by the Delta Police Department to support community safety and help deter and respond to criminal activity in identified areas of concern.
These units are equipped with visible surveillance cameras mounted on an elevated mast, secure communications systems, and independent power sources, allowing them to operate in a variety of environments. They are deployed temporarily to locations where additional monitoring may enhance public safety.

Why Are We Using Public Safety Cameras?
Public Safety Cameras are one of several tools used to support a safe and secure community. Their purpose is to:

Help deter criminal activity through visible presence and monitoring

Support the collection of evidence to assist investigations where offences occur

Address identified safety concerns in areas experiencing elevated incidents or community impact

Improving public safety at public events
This approach supports evidence-informed policing and reinforces ongoing efforts to enhance safety in public spaces across Delta.
When Are They Deployed?
Public Safety Cameras are deployed selectively based on operational need and may be used in situations such as:

Areas of concern: Locations identified through analysis, intelligence, or reported incidents showing increased levels of crime or disorder

Public events: Community gatherings, celebrations, or events where large crowds are expected

Higher-risk demonstrations or gatherings: Situations where there is assessed risk of conflict, disorder, or violence based on available information
Deployment decisions are made on a case-by-case basis to ensure proportionate and appropriate use.
Privacy: Protecting Individual Rights
Privacy and responsible use are central to the operation of Public Safety Cameras. Several safeguards are in place:

Purpose-specific use: Video is collected only for public safety and investigative purposes

Secure storage: All footage is stored securely and accessed only by authorized personnel for lawful investigative purposes

Controlled access and use: Footage is used solely for investigative needs related to incidents in the monitored area

Limited retention: Recordings are kept only for a defined period in accordance with applicable legislation and policy

Evidence-based deployment: Units are deployed based on identified need, not for general or continuous surveillance
A Privacy Impact Assessment (PIA) is conducted to evaluate and manage privacy considerations associated with the program and in accordance with provincial privacy legislation. The PIA ensures that risks are identified early and that appropriate safeguards are in place throughout deployment and operation.
