Police Information Check

*Vulnerable Sector: If you will be working or volunteering with vulnerable members of society such as children, the elderly or persons with disabilities.

On March 1, 2015, Delta Police Department made some changes to the Police Information Check (PIC) process as a result of recommendations in the Office of the Information and Privacy Commissioner’s report on police record checks. This new process balances the public safety interests of individuals and agencies with human rights considerations of citizens. Changes are highlighted in yellow.

Police Information Check (PIC)

  • For applicants who have been requested to provide an employer, school, volunteer agency or licensing body with police information check that does NOT require vulnerable sector screening.

Police Information Check – Vulnerable Sector (PIC VS)

  • for applicants who have been requested to provide an employer, school, volunteer agency or licensing body with police information check that requires vulnerable sector screening.

Vulnerable Sector Screening

  • Individuals applying for employment or volunteer work in positions of trust or authority over children, seniors, or other vulnerable persons may have to undergo a VS Check if requested by the organization responsible for hiring. What information does a police information check provide?

  • Discloses to the applicant all outstanding warrants, charges and convictions
  • Does NOT include adverse contact* with police (this information was previously included on PIC but will no longer be disclosed)
  • Does NOT include contact with police related to mental health, including apprehension under the Mental Health Act (this information was previously included on PIC but will no longer be disclosed)
  • Does not include youth offences unless provided for under the Youth Criminal Justice Act.

What information does a police information – vulnerable sector check provide?

  • Discloses to the applicant all warrants, outstanding charges, convictions and adverse contact* with police
  • Does NOT include contact with police related to mental health, including apprehension under the Mental Health Act (this information was previously included on PIC VS but will no longer be disclosed) unless involving the threat or actual use of violence directed at other individuals, regardless of, but without disclosing, mental health status
  • Does not include youth offences unless provided for under the Youth Criminal Justice Act
  • Does include information on sexual offences where a pardon or record suspension has been granted.

* BC Provincial Policing Model Policy Guidelines define “adverse contact” as incidents where an individual has been a suspect in an offence (whether or not charged) subject to provincial PRIME retention periods specific to the offence type.

Note: In cases where non-disclosable information indicates significant threat to public safety, Delta Police Department may refuse to complete the check or take action under their duty-to-warn responsibilities.

Process and Requirements

  1. Fully complete the Police Information Check form.
  2. Identification must be presented to submit your Police Information Check. We require two pieces of government-issued identification, one of which must have a current photo.Acceptable forms of identification are:

    Photo ID (minimum of one):

    • valid Driver’s License
    • valid BC Identification Card
    • valid Passport
    • valid Permanent Residency Card
    • valid Citizenship Card
    • valid Native Status Card

    Secondary:

    • Birth Certificate
    • Social Insurance Card
    • Provincial Health Care Card
    • Nexus Card
    • valid college, university or high school ID (with photo)
    • Firearms Licence
    • CANPASS Air card

    The new BC Services Card (introduced in February 2013) combines the BC Driver’s License and Care Card. This Services Card is considered one form of ID.

    We do not accept cards from any financial institutions as identification (credit or debit cards). If your identification does not include your Delta address you must also provide proof of Delta residency (this can be a bank statement or utility bill).

  3. The fee for a police information check is $65.00.  This applies to checks for employment, adoption, practicum, post-secondary school, homestay or personal use.  Payment may be made by cash (exact amount), debit or credit card (Visa/MasterCard).
  4. There is no charge for a volunteer, but a letter from an organization stating the applicant is a volunteer must be provided on letterhead and signed by the organization.
  5. Bring all the items listed above to either Delta Police Headquarters or the North Delta Police Station »see addresses and maps.
  6. Occasionally an applicant may dispute the result, or wish for more information about the result of their police information check. All requests for information, or complaints about the result, must be in writing and addressed to Police Information Check Section, Delta Police Department »see address.

By performing a police information check, Delta Police Department is in no way making a recommendation as to the suitability of the applicant for a position, nor should an agency consider the existence of police information to mean a compulsory disqualification of the individual.

It is important to note that information contained within a Police Information Check is based, in some instances, upon information provided by the applicant. A police agency cannot guarantee it will identify all information pertaining to the individual.

Employer/Organization obligations

In order to engage in suitability assessments and conduct risk management, employers and volunteer organizations may determine that they require certain kinds of background information about prospective employees and volunteers. Police agencies play a neutral role in relation to such decisions regarding employment risk assessment.

Before requiring a potential volunteer or employee to attend a police agency for a police information check, every organization or public body is expected to be familiar, and ensure compliance, with the legal requirements concerning the collection, use and disclosure of the information obtained through such a check.

Check for record of convictions only

If an organization determines that a check just for convictions is required, this can be obtained by submitting fingerprints to the RCMP’s “Canadian Criminal Real Time Identification Services”. Delta Police Fingerprinting services include a digital ink-free process to electronically submit fingerprints to Ottawa for this purpose. Fingerprinting is done by appointment only. Call 604-946-4411 to book an appointment. The fee for this service is $65.

Residency requirement

When applying to Delta Police for a police information check, the applicant must currently reside in Delta. If you live outside Delta you must go to the police agency in your jurisdiction. Jurisdiction exceptions are only allowed for pardon applicants completing step 4 of the application (Local Police Information Check) who have resided in Delta within the past five years.

Release of information

Delta Police release police information check results directly to the applicant by mail. The applicant will be responsible for sharing the results with the requesting agency.
